Which of the following most accurately describes the problem?

A TRIAL INTO the benefits of using the M6 Toll by one large haulier has proved inconclusive, according to Macquarie Infrastructure Group (MIG), the company behind the new motorway.

The operator needs to save 19 minutes per trip to justify the £10 toll; it actually saves about 10 minutes but the trial will continue.

To counter this Midland Expressway could extend its discounts beyond the one-millionvehicle mark. The £1 discount is expected to end in late summer when the toll will rise to £3 for cars and £11 for trucks. A Freight Transport Association spokeswoman says this

would be good news as it will be longer before the price increase. However, truck usage is still minimal, and this is not enough to encourage more operators to use the road. "The tolls for trucks are too high and truck drivers are voting with their wheels by avoiding the toll," she adds.
