Which of the following most accurately describes the problem?

A TRUCK DRIVER has been jailed for two-and-a-half years for smuggling £4.5m worth of ciga

rettes into the UK. Maidstone Crown Court heard that Fuller Porter from Great Yarmouth, was stopped at the Channel Tunnel UK control zone in France last August. Customs officers scanned the truck and saw

it was carrying two loads. Janet Weeks, prosecuting, said Porter claimed he had only 10 pouches of tobacco and 200 cigarettes. Officers found the cigarettes

hidden in a load of fish. Porter denied any knowledge of the illicit cargo until 15 March, the day before his trial was due to begin. In mitigation, Michael

0' Sullivan told the court that Porter had resorted to crime because he was having financial difficulties and his home was a risk. Passing sentence on Porter Judge Anthony Balston said: "Regrettably, from your point of view, there are exceptional circumstances involved in this importation of a fairly massive amount of cigarettes. Imprisonment is the

only proper penalty."
