Which of the following most accurately describes the problem?

LAST week, we promised to include ta this issue some points from the Weights and Measures (Sand and Ballast) Regulations, 1938, which come into force on July 1.

The requirements of the common measure are that it shall be constructed of metal or wood, or both, sufficiently thick to ensure rigidity when assembled. The /component parts must be assembled in a permanent manner, so that neither the form nor the capacity be capable of becoming changed in ordinary use. proyided that any of the sides may be attached by means of hinges, allowing them to swing outwards, to the base of the measure or to the top of the ends of the sides adjacent to any side so attached.

Measure Practically Rectangular.

The measure must be rectangular, consisting of a base with four perpendicular sides, provided that the two longer sides may be curved into the base if the width of the latter does not hecome less than three-quarters of the maximum. In such case, the lower two corners of the other two sides may be rounded off in 'conformity; also, the two shorter sides may differ one from the other in width if the width of one be not less than 90 per cent, of that of the other.

The measure must not include a false bottom, and the internal surface must be incapable of impeding the ready discharge of sand or ballast.

Every certificated brim measure must be made in accordance with a pattern for which a certificate has been issued by the Board of Trade under section of the Weights and Measures Act, 1904, or modified only in such details as may be sanctioned.

Every tip-cart measure and every common measure must have two capacity indicators to comply with the requirements of Appendix I.

It will be the duty of the local authority to arrange that the premises of a maker or user in the district of any measure to which these regulations apply Shall be visited as soon as practicable • to verify and . stamp any 1142 measure submitted for serifica.tion or reverification, and that the premises of every trader in the district using such a measure shall be visited at least once a year for inspection and test.

Section 2 of the Weights and Measures Act, 1936, shall riot prevent the measurement of sand or ballast in, or apply in relation to, any receptacle in Class A or Class B during the period commencing July 1, 1938, and ending, in the case of the former, on the day in which it is first submitted to an inspector for verification; and in the case of the latter on April 1, 1941.

For this purpose a receptacle shall be in Class A if constructed before July 1, complying with the requirements of the Regulations as regards its form. material, construction, capacity and calibration, and submitted to an inspector for verification by January 1, 3989.

The receptacle shall be Class B if it meets the following requirements and is registered with reference to these Regulations before July 1, 1938, with the inspector for the district in which the owner or user resides or has his principal place of business. It must form part of a vehicle constructed and provided before April 1, 1938, with plates and markings as mentioned.

It must have two or any multiple of two metal plates, secured as to half their number to the outside of one of the sides and as to the other half to the outside of the opposite side, each plate being furnished with a projection passing into the interior of the receptacle. The projections miistbe so placed and spaced as to define by the upper edge of each, in conjunction with the upper edge of the corresponding projection on the other side, the capacity in denominations of a cubic yd., an integral numberof cubic yds., a prescribed fraction of a cubic yd., or a multiple of such a fraction, as the case may be. Each plate must be marked with a raised figure or figures and the letters " Cub. Yds.," the figures to indicate the appropriate denomination.

All these points regarding Class A receptacle shall apply only if it be not used for the measurement of sand or ballast in any quantity not correctly indicated by a calibration mark on the receptacle otherwise than by means only of such a mark.

If it be a Class B receptacle it must comply with the following conditions: The raised figures must be a correct indication of the capacity as defined by the projection with which the plate is furnished. It must not be used for the measurement of any sand or ballast in any quantity not correctly indicated by such a plate, or otherwise than by means only of the projection with which the plate is furnished.

Ascertaining the Tare Weight.

The tare weight of a vehicle is the weight ascertained to the nearest i-cwt. inclusive of the body, a full supply of water and fuel and all parts, tools and equipment necessary to, or ordinarily carried by, the vehicle when working On the road, but exclusive of any other things. '; This tare weight must be cons spicuously marked on the near side.

Every conveyance note relating to the conveyance of sand or ballast in pursuance of a sale or agreement for the sale or carriage thereof shall, as the circumstances require, be in the form A or B given in Appendix II. '

Every conveyance note relating to the conveyance of sand or ballast not in pursuance of a sale Of agreement for the sale or carriage thereof must be in the form C shown in Appendix II. If any vehicle be used during a stated period for the conveyance of sand or ballast only when the conveyance thereof is not in pursuance of a sale or agreement for the sale or •carriage thereof, a conveyance note in the form D, as given, may be used instead of that in form C.
