Which of the following most accurately describes the problem?

THE LONG-RUNNING saga of the Dublin Port Tunnel may be coming to an end the tunnel is due to open in November.

The project has been dogged with controversy in recent years, not least because it is too small for some trailers.

Cars and light CVs will pay a toll of €3-12 depending on the time of day; trucks will use the tunnel free of charge. However operators will still have to pay a toll the only way to reach the tunnel is via the East Link toll bridge.

Apart from the issues of added cost to operators, independent Teachta Dala (assembly delegate) Finian McGrath has concerns about the safety of the tunnel.

He claims water is leaking into it: residents in the Fairview area by the tunnel are complaining of cracks in the walls of their houses.

In January there were reports that the tunnel was leaking about half a lit re per second.
