Which of the following most accurately describes the problem?

• A renewal for one year only was granted by North Eastern LA Keith _ Waterworth to Billingham, Cleveland-based Keith Taylor, trading as Taylors Transport Services.

However, the LA was prepared to increase the authorisation on the licence from two vehicles and three trailers to four vehicles and five trailers, but he required an undertaking from Taylor that only three vehicles would be used at any one time.
