• The Government was urged to order research studies into the problem of transport in rural areas by the Liberal Party in a major policy document published on Tuesday.

Liberal Transport, it says, is often a social service and should be subsidized accordingly.

Proposed terms of reference for the investigation:

O Mapping the whole existing movement of goods and services into, out of, and within each sample area, and prospective changes in it; O Consideration of the pooling of all local services, including the postal service, into single co-ordinated freight and passenger systems, with joint depots and terminals, irrespective of vested interests; O Promotion of the re-design of vehicles for these purposes; and O Consideration of changes in the present licensing system to allow more flexibility for small bus and freight operators and special services such as school or work buses.

Opposition to heavy lorries currently the subject of a direct action campaign by a section of young Liberals led by Peter Hain is re-emphasized and greater incentives are called for to encourage heavy loads to travel by rail.

"The social importance of the railways as an alternative to the over-crowded roads should continuously be borne in mind," the document emphasizes.
