Which of the following most accurately describes the problem?

• Kincardine might have problems on snow clearance this winter. The country roads committee has been told that five drivers who held heavy goods vehicle licences, which permits them to drive the county council's snowploughs, have left — mainly for higher wages.

Local garages and contractors could provide additional drivers in an emergency but these men are paid more than county council staff, whose wages are controlled by the JIC. Mr David Mackie, county roads surveyor, said this could cause ill -feeling among the council's own drivers.

A sub-committee has been appointed to consult with other authorities.
