Which of the following most accurately describes the problem?

• The RHA has finalized its programme arrangements for this year's conference which will be held in Edinburgh on October 16 and 17.

The first session of the conference is being devoted to labour shortage and particularly the problems of finding qualified hgv drivers. The three men who comprise the panel to discuss the subject are Mr A. R. Butt, chairman of the RHA labour relations committee; Mr Peter Haxby, director of training, Road Transport Industry Training Board; and Mr Alex Kitson,executive officer, Transport and General Workers' Union.

Mr A. Matthews, of the British Petroleum Company Ltd, will speak on the subject of North Sea oil and gas at the business lunch.

The main afternoon speaker will be Dr lain Skewis, formerly development director of the Highlands and Islands development Board, and now director of the Yorkshire and Humberside Development Association. His subject will be the part that a good road system plays in regional development.

Mr Richard Casement, of The Economist, will open the Wednesday sessions discussing the feasibility of transferring traffic from road to rail, and then Mr M. Lindsay, director of the Scottish Civic Trust, and Dr Clifford Sharp of Leicester University and the author of "Living with the Lorry", will discuss goods vehicles and the environment.

The business session will close on Wednesday afternoon, when delegates will be given the opportunity to express their views on any subject of their choice.

The conference is expected to attract about 400 delegates. The RHA chairman, Mr J. P. Wells, will preside.
