Which of the following most accurately describes the problem?

in support of their applications at the traffic court held by the South Wales Licensing Authority were given a warning last week by the Authority, Mr, Ronald Jackson.

Mr. Jackson, who had just refused the licensing application of one operator who did not put in an appearance, said: "If any of these people subsequently apply for licences I shall certainly take this kind of behaviour into account."

He told the operators present: " I keep repeating my views on operators who do not have the courtesy to come to court. If I keep saying this any more I shall have it put on a little record.

"it is a discourtesy to the court and to the objectors, who have travelled long distances to attend. I wish the Licensing Authority had the power to award costs in a case of this nature against the operator who does not turn up."

The operator whose application was refused was Symonds Transport Co., Ltd.. of Hove Avenue, Newport.
