parking and bus lane fines issued in London has soared by 18% over the past year to almost six million.

A report from the Association of London Government (ALG) reveals that 5,936,391 penalty charge notices (PCNs) were issued in the year to 31 March, compared with 5,435,594 a year earlier. The main reason given for this rise is that more councils are enforcing bus lanes with CCTV cameras. combined with the spread of controlled parking zones.

The number of appeals lodged against fines rose by 4,498 in the same period, but the proportion of cases going to appeal remained steady at 1%.

The RAC Foundation says that the increase could be due to overzealous wardens. It is calling for an enforcement service which improves the public perception of local authority activities rather than becoming a battle be-tween drivers and policy makers.

But Westminster City Council has dismissed this claim. air Colin Barrow says it stands to make £6.1m less revenue because it scrapped incentive schemes for wardens.

"If anyone was under the impression that we were simply talking a good game about changing our parking service for the better then this should help change their minds.he says.

"Parking attendants have been rebriefed, the incentive scheme has been overhauled, and we are taking a new approach to loading times for delivery drivers.All these things are driving down the numbers of tickets being issued. There is still a long way to go but we are moving in the right direction."
