Which of the following most accurately describes the problem?

to boycott tag tolls

• 1 hullers are boycotting an electronic toll collection scheme which they say will cost regular users of the Severn Bridge hundreds of pounds a year in lost discount Last week the bridge's operator, Severn River Crossing, scrapped a 10% discount for hauliers who bought pre-paid books of 20 tickets for £167.40, which could be used for any of their trucks. Instead it wants hauliers to pay for a £30 electronic tag and a monthly fee of .£184.14 for every truck they want to use the bridge. The move prompted Newport-based Sheddick Transport to call an emergency meeting in which it agreed with around nine other hauliers to refuse to take part in the tag scheme.

The group, which operates more than 1,000 trucks, plans to pay cash at the toll booths—a method the bridge operator wants to discourage to avoid traffic congestion. The hauliers hope that by sticking to the £9.30 booth payments, they will force the operator to re-think the scheme.
