Which of the following most accurately describes the problem?

Mhile the majority of drivers are decent, law abiding citizens there are one or two rotten apples in any barrel. At a truckstop in Southern Germany a British driver was spotted by staff removing a television from the shop without the normal formality of paying for it first. When pursued by security the driver ditched the evidence into a nearby rubbish skip. A Dutch driver saw the incident and looked on as the British driver was led away for questioning. Did the Dutch driver then return the television to the grateful shop manager? Did he heck. it was in his cab and off down the road before you could say Tulips from Amsterdam.
