Which of the following most accurately describes the problem?

• A bid by England Environmental of Vale of Glamorgan for a licence for nine vehicles and five trailers, (CM 915 Sept) faced strong opposition from two local authorities when it came before South Wales Deputy Traffic Commissioner Gerrard Sullivan.

The company is seeking a new national licence based at Pwll-yDarren, Welsh Street Donats, Cowbridge, to replace a licence currently held by England Bros for four vehicles and two trailers. The application was opposed by South Glamorgan County Council and Vale of Glamorgan District Council. Some 30 neighbouring residents in Aberthin had written letters of protest, but they were held not to be valid as they were out of time.

For the county council, Paul Carter said that the roads in the area were not designed to accommodate heavy goods vehicles. Part of the access was single track, there was restricted visibility and the road surface got damaged. Only one road to the operating centre was currently suitable for heavy vehicles. Anthony Harfoot, a council enforcement officer, said that he had previously been in haulage for 23 years.

He claimed that the roads were suitable only for 14tonne vehicles and not the 30 and 38-tonne high-side tankers the company wanted to operate. He had seen two artics, one six-wheeler, one four-wheel skip vehicle and other vehicles at the operating centre.

For the company, Andrew Lucas said that it had contracts with Welsh Water to dispose of waste and the tankers were sealed. The company held a waste transfer licence and the site access did not pose any problems. The access road to the main A48 was never busy.

The number of vehicles and trailers sought was the maximum the company would want to operate.

The hearing was adjourned until 18 October.
