Which of the following most accurately describes the problem?

'TRAILERS and semi-trailers, tippers, I. dumpers, special bodies in steel and alloy, hydraulic gear, power-operated loaders, ambulance steps and other similar products will be built at the new factory of the Steel Barrel Scammells and Associated Engineers Ltd. factory opened on Monday at Harelaw, Co. Durham, by Mr. Ronald Wood, the Board of Trade's northern region controller.

The factory of 156,000 sq. ft., standing on 30 acres, is already producing and is expected to have a throughput of over £2m. annually by 1969. Much of the output will be for export.

Harelaw will replace Finchley as production centre for Carrimore, and Ruislip for Anthony Hoists, while much of the production of Autolifts and Engineering Co. Ltd., a company acquired in March this year, will be transferred there. The Chesterfield and Blackburn plants will not, however, be closed.
