Which of the following most accurately describes the problem?

AN application by C. and J. (Agencies)

• Ltd., Bristol, to add four vehicles to their B licence was granted at Bristol last week by the deputy Licensing Authority, Mr. A. C. Caffin. Objections from S. and A. Stone Ltd., Wrings Transport Ltd., and S. Hemmings Ltd. were withdrawn. A fourth objector, Avonmouth Transport Contractors Ltd., was not represented at the hearing.

For C. and J., Mr. M. MacGregor Johnson said the four vehicles sought to be added to the licence were at the moment used by Stone and Co. Ltd., an associate company of C. and J. Stone had certain hiring allowances and only four of the hiring allowances were the subject of the application.

He went on: "Stone has a hiring allowance for a considerable number of vehicles, only four of which are lorries the remainder are pick-up vans and smaller vehicles which are driven by Stone's ordinary personnel. These vehicles are four tippers named in this application and they are driven by professional drivers who are at the moment employed by Stone."

Mr. MacGregor Johnson said one of the reasons for the application was the Selective Employment Tax. It had become a much less attractive proposition to use hiring allowances and the application, if granted, would result in a considerable saving in administration costs. There was no intention to replace the vehicles on C licence or hire allowance in the foreseeable future.

Mr. Robert Harrow, company secretary of both C. and J. and Stone, said if the application was approved it would make the running of the fleet more economical. It was the wish of the applicants for Stone's drivers to be employed by C . and J.

Mr. Caffin said he was satisfied that the application was fully justified.
