Which of the following most accurately describes the problem?

Keywords : Thurrock

• Eastern Traffic Commissioner Brigadier Compton Boyd said an Essex company's maintenance was "appalling" and cut West Thurrock-based lakeside Haulage's 0-licence authorisation from 13 vehicles and 13 trailers to five vehicles and five trailers.

The TC had considered action on grounds of repute, finance and maintenance standards. The repute of transport manager Arthur Roberts was also in question following convictions for careless driving and drivers' hours offences (CM September 511 and October 10-16).

He concluded that Lakeside was directly responsible for its ills and that the attempts to deflect blame were spectacularly unconvincing.

He felt that it was a case of gross mismanagement—while promises had been made for the future, he noted that the same management team remained in place. Because he had some faith in director Ann Israel's ability and determination to pull things round Boyd, decided not to revoke the licence, but he commented that it had been a close run thing.

The vehicle excise duty convictions and infringements raised serious questions about the company's repute and he could find no excuse for its behaviour.

However, taking account of the company's previous good record, he felt that while its repute had been tarnished it had not been lost. Boyd was satisfied about the company's financial standing and that Roberts remained of good repute.
