Which of the following most accurately describes the problem?

CIA N application by Headlands Haulage, Ltd., Ossett, Yorks, was described by the Yorkshire Licensing Authority, last week, as "perfectly ridicalous." The company wanted to vary their B licence by adding the condition: " Road building materials in connection with work on the London to Yorkshire Motorway."

The Authority, Maj. F. S. Eastwood, said he was not prepared to allow Ossett hauliers to work from St. Albans. The company would have to apply in the area concerned.

"Even Scottish vehicles have been going down there, and the Licensing Authorities have decided to put a stop to it all," he said. The motorway would not reach Yorkshire for two years, so there was plenty of time for an application to be put in.

"1T IS NO FUN FOR THE

LICENSING AUTHORITY" WHEN a number of drivers and their VW employers were summoned at Spilsby, last week, for records offences, Mr. R. S. Whitby, for the East Midlands Licensing Authority, said it had been alleged that the Authority was "having fun" in taking people to court. "The Licensing Authority does not take that view," he declared. "He is seeing that the regulations are kept." Many cases before the court were the result of inadequate supervision by employers.
