Which of the following most accurately describes the problem?

A LTHOUGH he admitted that evidence It by farmers had impressed him, Mr. J. A. T. Hanlon, Northern Licetning Authority, refused to grant a new B-licence last week to Mr. Percy Hoggart. Battersby Junction, Great Ayton, Durham. Mr. Hoggart wanted to carry grain, farm produce and requisites on a three-tonner for local farmers.

In evidence, he claimed that bigger hauliers were not interested in giving a personal service for such traffic because of the small loads involved and the difficulty in reaching some outlying hill farms.

On his behalf, Mr. M. Cohen said he wanted to take over a business run by Mr. J. Chapman, Great Broughton, who was in ill health. For the six objectors, Mr. E. Welsh claimed that there was no business to take over.

Mr. Hanlon recalled that last January he had ruled that the business concerned no longer existed, and the evidence put before him by farmers did not justify the application being granted, However, Mr. Hoggart might be successful if he pursued it at a later date, although a grant would be restricted to a limited radius.

NEW CONCESSION FOR TRACTOR HAULAGE?

THE Government are considering introducing legislation to allow farm tractors taxed at the £2 rate to carry transport boxes or buckrakes.

Mr. G. R. H. Nugent, Parliamentary Secretary to the Minister of Transport, who made the announcement last week, said that the matter was complex: So far the Government had not been able to find a satisfactory solution of the anomaly under which a farm tractor with a £2 licence could make limited use of the roads for hauling a load on a trailer, but could not carry a box.
