Which of the following most accurately describes the problem?

A DRIVER WHO twice drove for seven consecutive days without taking his weekly rest breaks has been ordered to pay 1834 in lines and costs.

Mold lorry driver Frank Willis pleaded guilty to two weekly rest offences and to not using a tachograph when he appeared before Wrexham Magistrates.

The court was told that a 44-tonne artic driven by Willis was stopped in a check at Ewloe last October. An examination of the 29 tachograph records produced showed Willis had started and finished in Birkenhead on each day. Since all the vehicles used were registered in Ireland, they were not picked up or dropped off at their operating centre, which, according to the Community Authorisation, was located at Swords, Co Dublin. Enquiries revealed the area where the vehicles were parked was a series of parking bays. As a result, an additional period of other work should have been recorded manually at the start and the end of the day for travel from Willis's home in Mold to Birkenhead and back.

The tacho charts showed that he had twice driven for seven consecutive days without taking the required weekly rest.

The magistrates fined Willis a total of £540 and ordered him to pay £294 prosecution costs.
