Which of the following most accurately describes the problem?

By Chris Tindai: CLAMPERS AT LYMM services have been branded overzealous after they targeted a truck they claimed had flouted parking rules three months after the event.

CPS Northern demanded a £250 release fee from the driver, plus £50 in outstanding penalties, despite him protesting his innocence.

The dampers said the vehicle's registration matched one on their database that had flouted a two hours' free parking rule months ago.

One witness says he was surprised to see the firm waiting until the driver had left his lorry before swooping on the truck. "If you park where you are not supposed to and there's a sign there, you deserve all you get. But this firm appears to be overzealous, prowling around looking and never going to the truck while the driver is in it."

Motorway services provider Moto warns it will remove clamping firms off its sites if it finds they are waiting for drivers to vacate vehicles before targeting them.

A spokesman says that, in this instance, the penalty notice was issued to a business that is no longer trading, that the clamp was removed free of charge and that the penalty payment cancelled.

"Regarding the allegation that dampers waited for the driver to enter the amenity building before immobilising his vehicle, CPS Northern is contracted by Parking Eye, which manages parking at Lymm, and not directly by Moto. However, we expect everybody who acts on our behalf to conduct themselves in a manner that reflects favourably on our business We will be reiterating this to Parking Eye."
