Which of the following most accurately describes the problem?

a TNT depot in Norfolk whose actions prevented two parcel bombs from reaching their destinations.

An earlier package, which had also been handled at the Thetford depot, exploded at a house in Dundee, injuring a former police chief inspector and his wife. However, TNT staff identified and isolated two other packages which had been handed in for delivery by the same man. They were intended for addresses in Fife and Kent.

Police evacuated the depot and carried out controlled explosions on both packages—the depot was closed for 24 hours while bomb and forensic squads completed their search. Descriptions by TNT staff have enabled police to put together a picture of the consignor, who claimed to be the representative of an insurance company. A motive has yet to be established, but TNT says it has been reassured by the police that the company is not being targeted.

"All of our staff are highly trained and are regularly circulated with profiles of likely suspect parcels," says a spokesman. "But we will of course undertake a special review both within our company and with our fellow parcel carriers to determine whether there are any further practical measures which can be taken to minimise the risk of similar incidents in the future."
