Which of the following most accurately describes the problem?

May I comment on ludicrous points raised in your report -Tipper men busy at Blackpool" (CM, April 30)? The idea of a tipper officer being elected by the RHA fills me with amazement. What powers would this ex official operator cum policeman have at his command? Perhaps the final penalty, no doubt after a score of reprimands, would be excommunication from the RHA. What about the customers? Would they demand a service that necessitates breaking the law? And don't tell me the vast multi-companies live in ivory towers and don't understand day-today transport! They seem to know haulage costs when rates are being negotiated with hauliers. These companies have a moral responsibility to the haulage industry and it is time they started behaving like law-abiding public companies instead of donating 100 guineas a year for the "environment"
