Which of the following most accurately describes the problem?

In Commercial Motor on April 16 you had an article concerning recession in trade among haulage contractors, particularly large concerns; this was attributed to some degree to the number of small operators who are coming into the business. You also state in this same article that the Road Haulage Association in the Western area was asking its members to report any illegal operation among its subscribers and also to ask their drivers to help in this matter. I. as a driver who has lived in the Devon section of the RHA have never heard such nonsense in my life. I have myself worked for several firms (members of the RNA) in this area and have been obliged to work night and day to keep my job, particularly in the fruit and veg season.
