Which of the following most accurately describes the problem?

from a special correspondent

• It has been reported by a Midland operator that the transport trade unions are "interested" in the steering effort required in the case of heavier vehicles used on shortdistance work in urban areas. Many operators are undoubtedly alive to the problem. They recognize that driver fatigue can be a hazard in terms of road safety and that easing the lot of the driver by reducing physical strain is a commendable target. In the reported view of the unions serious consideration should be given to including a steering effort requirement in future codes of practice.

The major deterrent to fitting power steering mentioned by typical operators of large fleets is one of cost. They argue that if some of the vehicles in a fleet were fitted with power steering the drivers of vehicles without the system would become dissatisfied, including drivers engaged in long-distance runs for which power steering offers less advantage. And it has also been claimed that power steering increases tyre wear and reduces steering precision. Some systems are said to be "unsafe" because of the latter fault. The role of the Board, said Mr Turner, had, among other things, been to do some pump priming with grants, but consultations about modifications to the grant structure were already taking place. He added: "Experience shows that it is quite practicable to envisage successful training without the continued incentive of grant payment, and the implications of this for the future of the levy /grant system will be obvious to you all."

Mr Turner handed over to the Derby group chairman, Mr F. Gibson, of Gothic Transport Ltd., the keys to a Dodge rigid and a Dodge attic which will be used for training.
