Which of the following most accurately describes the problem?

• With the official opening on Monday of the Derbyshire Transport Training Association there are now 100 group training associations fully operational. Of these, 68 are formed from road haulage companies, with a total of 49,000 employees, and 32 are from the motor trade, with 21,500 employees. The total number of companies involved within the 100 groups is 1740.

Inaugurating the Derby group at Arnbergate (a consortium of 35 hauliers with 700 vehicles and over 1000 employees) this week the RTITB chairman, Mr K. C. Turner, said that when he opened the first group training association he had not anticipated that the 100th would be opened within less than two years. This was a testimony to the success of group training, especially in road haulage. This grass roots training, going on all over the UK, showed that systematic training could achieve high standards in a short time: the pass rate achieved by trainees within the groups was almost 90 per cent, well abovb the national average for the hgv test.
