Which of the following most accurately describes the problem?

AN application by Mr. William J. Heath, of West Down, Bickington, Devon, for a Contract A licence to carry goods for E. and J. W. Glendenning Ltd. in Cornwall, Devon, Somerset, Dorset and Wiltshire was granted by the Western Licensing Authority at Exeter last week after an objection was withdrawn.

The applicant had a short-term B licence due to expire next June. LastFebruary he signed an agreement to carry goods for Glendenning for a year and afterwards on a monthly basis. Mr. Heath was formerly an agricultural contractor but as a result of discussions with Glendenning, he had bought a tipper and had been hauling lime and fertilizers for the company to various farms and spreading them.

A director of Glendenning, Mr. J. W. Rattray, said the company had six vehicles on C licence in addition to

internal transport. They called on an average of 12 hauling contractors who could supply an average of about 35 vehicles, So far this year they had been unable to fulfil orders to the extent of £5,000 or £6,000 and a lot of business had been lost because of the company's inability to provide transport.

Questioned by Mr. A. J. Boyce, for the objectors (G. Eggbeer and Sons Ltd., W. F. Miners and Sons, and W. L. Valiance Ltd.) Mr, Rattray agreed that certain hauliers might have given up their contracts because they were not economic.

Later, saying that he had obtained the information he required, Mr. Boyce withdrew the objections and the application was granted.

Mr. Rattray gave the LA an assurance that the contract with Mr. Heath would be a legally binding one,
