I N a lengthy, written reserved decision the Western Licensing Authority; Mr. J. R. C. Samuel-Gibbon, has refused two applications by Golden Valley TransPort: Ltd. to renew without modification the company's B licence and to vary its A licence by adding four articulated vehicles and trailers (all to be hired).

The LA points Out that the case "is more involved than it need have been ... due to the adoption by the applicants of an extremely complex mode of operation and to their unwillingness to show clearly the nature and extent of the operations carried out.

"Having seen and heard Mrs. Drew give evidence before me ", writes the LA, "1 formed the view that I could not place any reliance on her evidence and this view has been strengthened and con-firmed by further examination of the

evidence. . In my view material information has been deliberately withheld in this case and I should be failing in .my: duty if I did not state that fact unequivo-cally. The failure to keep separate figures of earnings in respect of the use made ' of the A discs and of the B discs amounts, in my view, to wilful defiance of my preclecessor's repeated requirements."

The LA concludes: . . . "With some misgiving, I am prepared to give the applicants three months in which to put their house in order generally. . . . In default, I shall have no option but to consider taking action under Section 177 or Section 178 of the Act in the light of the information then before me."
