Which of the following most accurately describes the problem?

AN application by W. J. McMullin and Sons, of Plymouth, to extend the radius of a B-licensed van from 110 to 200 miles, was refused by the Western Licensing Authority, Mr. J. R. C. SamuelGibbon, at Plymouth last week.

After evidence of facilities showing some availability had been given on behalf of the objectors, the LA said he felt it necessary to take into account a recent conviction concerning log-sheet irregularities. Whilst he had been known to make a grant on the basis of objectors' evidence, taking the evidence as a whole this was not a proper case for a grant, he said. "It is one thing to seek td negotiate with a customer about dates and quite another to let the customer down, knowing the inconvenience if the remover does not turn up ". the LA added.
