Which of the following most accurately describes the problem?

WHEN he heard an application by VI' Lowland Motorways, Ltd., Glasgow, for permission to operate a service between Shettleston and Ruthcrglen last week, the Scottish Licensing Authority, Mr. W. F. Quin, asked a representative of Glasgow Transport Department if they had considered the possibility of other operators furnishing additional services at peak periods to ease their commitments.

" That has been foremost in the minds of many for a number of years, and peak traffic is something that gives us considerable trouble. We all do well to look after our own," replied Mr. C. E. Mason, a divisional superintendent of the undertaking. He added that that was a question of policy fcr the corporation.

In reply to the Authority's question about whether the department's commitments in new housing estates were likely to increase or diminish, Mr. Mason said that it would be three years before they could fulfil services in the new areas.

The Central S.M.T. Co., Ltd., also objected on the ground that the existing services were adequate. Decision was reserved.
