Which of the following most accurately describes the problem?

DURING the second day's hearing at Leeds, last week, of an application for permission to operate a new express service between West Yorkshire and Paignton, via Torquay, the Yorkshire Licensing Authority, Maj. F. S. Eastwood, complained of the time that was being wasted on the case and commented: "Lets have less mud slinging."

The application was made jointly by Wallace Arnold Tours, Ltd., Hanson's Buses, Ltd., 0. and C. Holdsworth, Ltd., and Messrs. J. W. Kitchin and Sons. Hebble Motor Services, Ltd., Yelloway Motor Services, Ltd., Yorkshire Pool Services and British Railways objected.

Describing his experience of railway travel between Paignton and Torquay, a witness said that a " scramble" at Paignton station for a train back to Leeds last August was worse than a football match. He was unable to book a seat for the return journey.

Another witness said that he gave up a day of his holiday at Torquay last year and returned on Friday so that he could reserve a seat on the train. Even so, conditions were chaotic.
