Which of the following most accurately describes the problem?

THE eligibility of a Ve h icle under an A nr B licence or defence per mit, for hire wider the Road Haulage Organization is determined by the following conditions:—It anuat (a) be in a reasonably fit condition structurally and mechanically; (b) have, been continuously employed, wholly.or'mainly, in the year before November• 2, 1942, on point-to-point movement of general traffic (not " smalls ") for distances of not less than 60 miles. In regard to B-licensed vehicles, the term " generaltraffic "includes only goods carried for hire or reward.

There -May be cases where a carrier has employed his fleet so that no one vehicle was wholly or mainly used con.

tinuously for such traffic, but where,' had he segregated his vehicles, concentrating some on long-distance and some on short, he would have been able_ to make a claim fathire in respect of certain of them. It is not the-intention of the Minister that such a carrier shall be debarred from having any vehicles hired. The operator should, therefore, include in his application all vehicles used to any extent for long-distance haulage during. the qualifying period, and should state, in a coverieg letter, what, percentage of total tonnage car_ ried was general haulage for 60 or more miles. The R.T.C. concerned will then decide what percentage can be accepted and which vehicles should be hired.
