Which of the following most accurately describes the problem?

• Tanker operators and hire firms across the country are benefiting from the oil tanker spill and clean-up operation in South Pembrokeshire.

A month ago, the Sea Empress ran aground on rocks just outside Milford Haven port spilling almost 70,000 gallons of crude oil into the sea.

The clear-up involves 60 tankers, some from as far away as Yorkshire, transporting oil from the beaches to the Texaco oil refinery in Milton Haven.

The operation, a joint venture between Preseli, Dyfed, Carmarthen and South Pembrokeshire district councils, will cost millions of pounds. Tanker hire firms say the work has been a useful boost with many being inundated with requests from the district councils to use 5,000 gallon artic tankers.

Barrie Lewis of the joint response centre has praised tanker firms for their help in the operation.
