Which of the following most accurately describes the problem?

DESPITE the Transport Act increasing the need for some form of bonding on extended tour coach operators to protect the public, the Confederation of British Road Passenger Transport (CPT) bonded coach holidays scheme is off to a slow start.

Only 13 operators from the 1,800 in the CPT membership had joined, said Glenton Tours Michael Rutherford at the CPT Coaching Symposium at Leeds last week.

The scheme involves extended tour operator CPT members with two years' membership in lodging a bond of ten per cent of their tours turnover with CPT.
