The Road Haulage 5.ssociation, which was commissioned to carry out the £150,000 study by the European i'ommission before Christmas, as handed over the project management to Liverpooldased Tachograph Analysis -..lonsultants.

TAC technical director Dr \lige! Kirkwood says the queslionnaire's main aim is to unsure that drivers and other Tad transport professionals are properly consulted before the digital tachograph is introduced. "It's about how we manage the change process," le explains.

Questions range from issues of awareness to security and preferred methods of training. A typical example is: "Do you think the information held on the 'driver card' and in the vehicle should be made very secure to prevent unauthorised modification and fraud?"

In the past doubts have been expressed about data storage and security, with industry experts concerned that the digital tachos proposed may not be as tamper-proof as the chartbased tachos they will replace (CM29 April-5 May 1999).

Kirkwood hopes that questionnaires will be sent to about 30,000 drivers in the UK alone, through co-operation with relevant unions such as LISDAW, URTU and the T8,60 as well as the trade associations.

Standard questionnaires are currently being sent to 14 other EU member states—the results from the survey should be known in the autumn.

After a lot of foot-dragging on the issue, dietal tachographs could be introduced in October 2003 or February 2004.

However, much depends on the timing of the publication of "technical annexes" which has to take place first—digital tachographs will be introduced two years after this date.
