Which of the following most accurately describes the problem?

THERE was a complete stoppage of 1 Middlesbrough Transport Department's services last Friday when 340 bus drivers and conductors staged an unofficial token strike over a " spreadover" pay dispute. Other local bus crews refused, in sympathy, to handle passengers on certain municipal routes. The strikers were demanding full payment from when they clocked in until when they clocked off. This would give them normal rates of pay while they were waiting to start overtime. Ald. W. Flynn, chairman of the transport sub-committee, described the claim as "revolutionary," and said that even to consider it would tear up all national agreements for spread-over payments.
