Which of the following most accurately describes the problem?

AN attempt by the South Eastern Traffic Commissioners to prevent discrimination against buses has failed. The Minister a Transport has upheld an appeal by Canterbury City Council against the Commissioners' decision to re-route stage services run by the East Kent Road Car Co., Ltd., from Canterbury to the East Kent coast.

When the Commissioners heard the application last July (The Commercial Motor, July 13), Mr. H. J. Thom, chairman, described as a "monstrous suggestion" the proposal that cars should be allowed to park on both sides of a street whilst buses were kept out at the behest of the city council. In a decision announced last week, the Minister said that although the route proposed by the city council would be less convenient to the travelling public from that authorized by the Commissioners, the inconvenience would be slight. The route required by the council would conform with the development plan for the city.

In his decision he says: "The Minister hopes that the city council will consider controlling other forms of traffic which, it was generally agreed, contributed to the congestion and difficulties referred to during the proceedings."
