Which of the following most accurately describes the problem?

THE London Amenity and Transport Association has pledged its full support to the campaign to stop the Government's proposals for more trunk roads in London.

Chairman, John Roberts, said, "London needs a fully integrated transport system with increased subsidy for improved public transport, not more high capacity roads which only generate increasing volumes of longdistance through and commuter traffic at the expense of local residents and London's environment as a whole."

Tony Howell, the Association's secretary says it is ironic that now the M25 is nearing completion the Government wants to increase the traffic capacity of many of London's residential and shopping streets with widening and traffic management schemes. "It even wants to create another major orbital, urban trunk road within the M25 — the South Circular," he said. According to LATA the effect of this will be encourage long-distance traffic to switch from the M25 back into the centre of London.

LATA presented a resolution to MPs at the House of Commons last week. The petition reads, "We, The London Amenity and Transport Association, oppose the redesig nation of any of London's metropolitan roads as "trunk" roads, and in particular the Government's current proposals to trunk 70 miles of such roads in the Greater London area. We call upon the Secretary of State for Transport to abandon these proposals."
