Which of the following most accurately describes the problem?

• Road pricing and a tax on private car parks are two "kites" flown by the Greater London Council in a Green Paper — Traffic and the environment — which has been produced to encourage discussion about the capital's future.

The paper points out that London's traffic will become even more congested in the next 10 years unless something drastic is done, and it invites transport and other organizations, as well as private individuals, to contribute their views on what should be done now to avoid the worst.

Says the paper: improvements in public transport quality and reliability can help to relieve the situation but there is no likelihood that these would reduce car use sufficiently to make a really substantial impact on the growing problem.

The paper records that over 30 bus lanes will be operating by the end of this year, and this number will be more than doubled in 1973, with emphasis on the most heavily congested routes.

On road pricing, the GLC concludes that this can only come as part of a national scheme, and is fraught with technical complexity.
