Vans are not included in the VED rebate scheme, but operators should beware of planned changes to van taxation. Details of the Government's variable-rate VED system are expected soon, probably in March's Budget. The plan is to replace the 2150 flat rate per vehicle with a variable rate based on CO2 emissions per kilometre. Petrol and diesel-engined cars and vans will be assessed on CO2 g/km, but the plan is to penalise diesels for their higher NOx and particulates with a 10% surcharge. Unless manufacturers introduce voluntary testing For CO2 emissions on vans, engine capacity could be the decisive factor in determining taxation bands. The Treasury has already proposed using engine capacity as the banding method for in-service vans, and vans are exempt from EU Directive 93/116/EC that makes CO2 testing on cars mandatory.
