Which of the following most accurately describes the problem?

NO new transport capital expenditure for six months is the instruction to local authorities from the Department of Transport.

It is expected to realise a saving of £25m in England in 1977/78 at November 1975 prices, and applies to new work on roads, car parks and public transport projects, however financed.

"The amount of TSG proposed in the Rate Support Grant Order will not be affected, but key sector loan sanctions, together with the estimated locally determined sector borrowing for transport, will be reduced accordingly," says the DTp circular.

"The implications of these measures for individual authorities will be set out in the decision letters on TSG, which should be issued in January," it adds.
