Which of the following most accurately describes the problem?

Fantail Tours I T is understood that consultations are

taking place between Yorkshire and Lancashire coach operators who have run fantail tours, with a view to cooperative achon concerning the restriction imposed by the Traffic Commissioners in the Western and SouthEastern Traffic Areas.

This restriction; .which precludes a tour operator from operating more than one subsidiary excursion per tour in the area, has been upheld by the Minister of Transport, in a decision now announced on appeals by three Yorkshire operating firms.

But evidence as to the effect of the fantail restriction last season could not be put forward in these appeals, and it is anticipated that it will be tendered in support of a further fight. This new effort, it is expected, will be made, on -new licence applications to the Western and South-Eastern Commissioners.

The evidence refers to shortage of locally owned vehicles to carry tourists from the north on subsidiary excursions. It is stated that tour operators in some cases found themselves in the position of being hired by local excursion operators, and thus, in effect, had to pay a commission for the privilege of carrying their own tour passengers on local excursions—an invidious position.

The appeal decisions just announced are against the appellants—R. Barr (Leeds), Ltd., Messrs. Feather Brothers, of Bradford, and Sheffield United Tours, Ltd. Their appeals against the restriction failed except in the case of one tour to north and south Devon, operated by Messrs. Feather Brothers. In this instance it is ruled that this particular tour is of a different nature and cannot be regarded as of the fantail type.
