I N a 60-page supplementary report to the passenger transport committee, Mr. Benjamin England, general manager of Leicester City Transport, has reaffirmed his belief that large motorbuses, rather than trolleybuses, should replace trams when a change is made in Leicester.

He says there are signs 'that the present Minister of Transport regards trolleybuses in a favourable light. Mr. England claims, however, that the State's omission to foster the trolleybus by legislation is a tacit admission that the matter is purely a transport question.

Mr. England argues that, should a wrong decision, one way or the other, he made, it would be more feasible to replace motorbuses by trolleybuses than vice versa.

MR, ERIC FITZP AVNE, who has been appointed assistant general manager. took up his new duties this week and will be in control of the engineering section of the department.
