Which of the following most accurately describes the problem?

THE Koin-Klip Packaging Co of Bootle have introduced a system of packing bus tokens. They are packed in card clips of five which are sold to the public through outlets such as vending machines, bus station kiosks, shops or even works wages offices. The outside surfaces of the clip can be used for advertising to help offset their cost.

City Bus Ltd, the Belfast bus operator,, has been using tokens for some time in conjunction with its conventional fare system, and has shown great interest in this idea.
