Which of the following most accurately describes the problem?

E managing director of a iipley, Yorkshire mpany, Alfred Swales d. admitted to the Yorkire Deputy Licensing' ithority, Mr N F Moody, Leeds last Friday, that he d taken it for granted that ;pection records were ing sent by a local garage. He was Mr Alfred Swales, lo was said by a DoE hide examiner, Mr R ..1ding, to have no concepn of what was meant by a mprehensive inspection item' and had allowed ngs to get out of hand. Mr .1ding said that he carried t a technical check last

November following a number of abortive attempts. One vehicle and two trailers were examined and he issued an immediate prohibition and two defect notices. For a number of reasons he was unable to complete a full report upon the fleet.

He was told the vehicles were maintained by a commercial garage which had the inspection records in its possession. In fact, no maintenance records were available. When he visited the garage he saw one of the company's vehicles under repair for a number of de fects. A few days later he saw the same vehicle at the company's premises when many of the defects were still apparent.

The company had applied to renew its existing 0 licence specifying three , vehicles and five trailers and with a margin of three vehicles and two trailers.

Mr W F Spittle, company secretary, said it had now entered into an arrangement for the vehicles to be maintained by Archbold's Transport Services Ltd, Morley. The company had drawn up a comprehensive schedule of inspection and services would be at intervals of not more than 6 weeks. These new arrangements have been in force since the end of November.

After examining the documentation, Mr Fielding said it appeared to be fairly detailed although he would like to have seen greater detail in certain areas, particularly brakes. Generally he thought the new system would be satisfactory.

Granting renewal, but for two year period only, Mr Moody warned that any further vehicle prohibition could well lead to the loss of the licence.
