Which of the following most accurately describes the problem?

• EU transport ministers have restricted British Government rights to put drivers personal details on new credit card-style driving licences.

They agreed last week to introduce Europe-wide licences but overruled British attempts to force users to reveal personal details about themselves.

Transport Commissioner Neil Kinnock said the EU should not get the blame for the introduction of ID cards in the UK. His colleagues agreed that British licences may include the driver's nationality on the back but only if each driver agrees. They also ruled out putting information-packed microchips in the cards but said they may be introduced later.
