Which of the following most accurately describes the problem?

The Tynemouth Electric Traction Co., Ltd., an undertaking which, in the course of the past few years, has opened out a number of useful motorbus services in the eastern pert of the county of Northumberland, has recently made several interesting developments. A large new garage has been erected near North Shields to house the necessary fleet, and deliveries are now being taken of a number of the latest-type S.O.S. 37-seater pneurnatie-tyred saloon buses, built by the Birmingham and Midland Omnibus Co., Ltd. The company, which, in common with other large undertakings, suffers to some extent from the operations of so-called " pirate " vehicles, took an opportunity recently of bringing its developments and its grievances to the notice of local licensing authorities. A party of members of various local authorities was invited to inspect the new garage, and afterwards Mr. E. R. Soames, chairman of the company, discussed competition from the company's standpoint. Ile said that the company ran in the Tynemouth district and in several other parts

of the county, and that fully 50 per cent, of its activity was in serving the public at uuremunerative rates. It was only the busier times which enabled it to make up for the loss, and, he added, it was deprived of this, in some cases, by the tactics of small owners, who only ran during peak-load periods and without regard for schedules or public convenience. This class of operation, he submitted, was not in the best interests of the public and needed the close consideration of the various licensing authorities.
