• A Cheshire company which operated without a licence since 1995 has been told that if interim authority were granted it would be for six vehicles and one trailer, and not the eight vehicles and two trailers requested.

The fact that Widnes-based Baldwin Haulage had been operating without a licence was revealed when Andrew Baldwin, trading as Baldwin Haulage, appeared before North Western Deputy Traffic Commissioner Jack Levin at a St Helens disciplinary inquiry.

For Baldwin, Kate Heap said the business had been operating as a limited company since 1995, and the company had recently applied for interim authority to operate after taking legal advice.

Levin said 18 prohibitions had been imposed between December 1992 and March 1997, and since

Baldwin had been called to public inquiry there had been another three. In March 1996 Baldwin had to pay tines and costs of £2,000 for using a vehicle with defective brakes and for incorrect vehicle excise duty Vehicle examiner Pete Turner said the records showed gaps between inspections of up to 20 weeks.

Baldwin said new workshop facilities were being constructed. He had threatened his drivers with the sack if they did not carry out their checks correctly.
