Which of the following most accurately describes the problem?

A NEWARK operator was warned at a public inquiry in February about failing to use his authorised operating centre. Now he has lost his licence for continuing to park his vehicle in the street and being abusive and threatening to a traffic examiner.

Andrew Glanville, trading as AG Contractors, had been called before North Eastern Traffic Commissioner Tom Macartney at a Leeds public inquiry, but declined to attend. The TC said that following the public inquiry on 14 February. the vehicle was seen parked on the public road on the evenings of 14-15 and 15-16 FebruaryThe traffic examiner reported that Glanville had become abusive and threatening when he visited his premises on 16 February.

Revoking the licence, the TC said Glanville had been given extensive advice at the February public inquiry, but he had failed to heed that advice as his vehicle was parked on the public road on the two following nights, and this was what had caused the previous complaints.

Failing to use the designated operating centre, despite a promise to do so, represented a material change since the licence was granted.

Glanville's failure to heed advice and honour promises given at a public inquiry was a serious matter. as was the use of abusive language and threatening behaviour to a traffic examiner.
