Which of the following most accurately describes the problem?

• Twenty members of the RHA car transporters' national functional group have agreed to co-operate in a breakdown scheme — and some members have already put this innovation to good use.

MO J. R. Vachon, chairman, told the group's agm on Tuesday that Car transporters often required special breakdown facilities which could not be supplied by ordinary repair services, and therefore members of the group had offered their assistance to car transporters in need of running repairs while away from base. Some members were not in a position to provide workshop facilities or recovery services but their local knowledge and contacts could be useful in providing the right kind of assistance to others in need of help.
