Which of the following most accurately describes the problem?

• Local authorities who have taken the opportunity to have their refuse vehicles tested on a voluntary basis since April 1 have run into snags. The DoE brake test has to be carried out under the load simulator, and refuse collection bodies, especially the dust-free and constant compaction models, are unsuitable for this operation. Although the chain load simulator can be used in most conditions one or two authorities have already expressed their concern over this method of simulation and it is understood that not all of the test stations are equipped with chain simulators.
